I have good fotages DV band that look fine when I capture them in Premiere Elements 9. But no matter what I use to take out a finale cut, I get a 80% result with lotts of smal horizontal lines in scene that move. I tryed DVD out, Blu-ray out, AVI out with the same result.
By the way, Premiere Element 9 crash freekvently.
Enyone have any idečr to this problem ore what I should try

how are you playing it back? a normal dvd player connected to a tv will deinterlace somewhere in the chain (usually the tv)
if you are viewing on a pc, activate a deinterlacer . e.g. in vlc , video=>deinterlace on , video=> deinterlace mode yadif 2x -
