I have a svcd that I need to convert to a vcd. can anyone help me.

I suppose you would just encode them with TMPGEnc. copy the .DATs, plug 'em in, shoot out the new .mpg, just like anything else. A more detailed guide to converting TO VCD (mpg1) can be found in the "How To:" section to the left.

No, there are no .dats in SVCD's. There is an utility that will allow TMPG to accept MPG2 files but I don't know if it works.
I run DVD2AVI. Load it in and save a "project". That'll be a .d2v file (similar to a .avs file from avisynth). Just load in that .d2v file in TMPG and voila.
