I get a ton of these during really intense action scenes. It doesn't happen when I raise the bitrates but the lower the bitrate the more likely it is to happen. This doesn't seem to happen in the encodes I download for the most part so I was wondering what I'm doing wrong. TIA

Make sure that you are using variable bit rate encoding, and check out the setting called Motion Search Precision. From my understanding, the higher that setting, the better the encoder analyzes the motion and compresses it appropriately. If your average bitrate is too low, however, you will not be able to get rid of the block noise.
