2 pass VBR, High quality works best for me, and for many others. It takes more time than 1 pass, yet quality justifies it. Highest quality takes much longer time without any noticeable improvement in quality.

Which is better depends on what you're trying to accomplish. A CBR encode at the max bitrate of 2520 is the best you can do with SVCD. You will only get about 40 minutes on an 80 min CD at that rate, however. A 2-pass VBR encode at 200 min, 2000 avg and 2520 max will probably look the same, you can get 50 minutes on a CD (because of the 2000 avg) and will take twice as long to encode. So, if # of disks is a concern and time does not matter then VBR may be best. If speed is important and space does not matter then CBR is best. I use 2-pass VBR, do my encoding overnight and get most flicks on two CD's.

I also use Motion Estimate and I can't tell any difference.
