Newbie question: How do I use IRC EFnet

Ok well, I'm not really a newbie but I am totally ignorant with the IRC thing.

Someone told me to go to an IRC EFnet to learn and talk about lots of things.

My questions are: What software do I need to do this?
What safegaurds do I need to take?
Where do I go ( on the web, ie web address) to do this?
And lastly How do I use it? Or is it self explanatary?
