Cutting Commercials From Avi-Files

I thought I could do it in premiere 6.5, but all the edit buttons are shaded out(can't use them), so all I could was cut my 1 hour down to two half-hours, but I also want to remove the commercials...what's the best prog to do this?

my file is 5-6 gb raw avi...

how is the a/v-sync after cutting with it?

just to make sure u don't misunderstand me, I'm going to cut. not split...

edit: ok, it seems to work even smoother than premiere, but how do I go frame-by-frame? it jumps like 70 frames when u move the mouse....
