Good luck keeping them in sync now.

You can't do what you want to do. You are trying to take a 480x480 4:3 video of low bitrate and make a 720x480 16:9 video. The quality is absolutely guaranteed to be worse than the original. It's impossible to make it better.

Technically you need to crop your video, then re-size it, in that order. You can then encode it to 16:9, but only if it's full D1 resolution. It's still going to look pretty much like the original, just more blockiness.

    Try searching SVCD2DVD .

Well I'm not sure what I am missing here. The SVCD be it widescreen or not is basically a 4:3 image (though squeezed into a square 480x480 or close to a square if PAL 480x576).

But essentially you have a 4:3 image. So FULL SCREEN in TMPGEnc should work the same as FULL SCREEN (KEEP ASPECT RATIO).

So maybe I'm not understanding what you are trying to do? Do you want to make an anamorphic 16x9 DVD?

This is easy enough to do with TMPGEnc. Use the 16x9 DVD template. Go to CLIP FRAME and cut 60 off the top and 60 of the bottom if NTSC or 72 of the top and bottom for PAL. Make sure you select FULL SCREEN and you will have a 16x9 MPEG-2 file.
