If you are targeting DVD (or SVCD) and the source is interlaced, encode to interlaced. Same applies if the the source is progressive, encode progressive. Switching from one to the other is a sure fire way of generating problems.
How to find out if the source is interlaced?
If it is Mpeg, the free version of Bitrate Viewer will do for this. If it is an avi, its probably divx (or xvid). The very latest version of divx do support interlaced encoding but the chances are it will be progressive. If you are not sure about this , I think DVD2Avi will tell you. (It will open avi's)
