I was wondering is it better to use, "Constant Bitrate" (CBR) Or, 2- Pass (VBR) To get better picture quality? When I use "CBR" I can see little blocks, on the skin of the people on the VCD. Thanks in advance, for the help...

You only use 2-pass VBR when you need to for space reasons, otherwise CBR at the maximum bitrate the format or your player can tolerate will be better quality.

VCD is set at CBR of 1150 kb/s, anything else is non-compliant and is called an XVCD. Depending on how far out of spec you go, XVCD's will still play on many DVD players. So you can try bumping up the bitrate above 1150 or using VBR with a maximum bitrate higher than 1150, but it might not play in your player.
