my captured DV from a VHS video player plays well using WINDOWS MEDIA PLAYER but when i try to encode it using tmpgnc plus the picture is "stripey" for want of a better word , mostly when there is movement on the screen, any advice??? anyone

Nope, it is interlace, and it is supposed to be there. If you are making a video for TV, do nothing, as the "striping" is part of the TV video, and when disappear on TV. If you need the video elsewhere, you will have deinterlace.
