  1. i have some divX movies which look fairly OK when you play them with normal size. Of course, when you put them on full screen mode, they look pretty bad, with blocky images and slow down and lots of blurring-- in other, the usual. my question is, will the picture look that bad on my TV after i encode them to MPEG and put them on a VCD, and if it does, is there any way to fix this?

Converting that divx avi to mpeg will only decrease the quality, and in fact divx to mpeg conversions decrease quality ALOT. No there is nothing you can do to increase the quality, once its gone its gone for good. You can apply filters to clean video up some or tweak certain subjective qualities like brightness or color tone but the quality of the picture can't be helped.

Either those divx were encoded very poorly or your system is not powerful enough to play divx well because you should not be seeing many blocks, if any, and there should be no slowdown. You also should see any degragation in full screen mode, thats how divx's are supposed to be played.
