  1. How do you get a .bin and .cue converted to dvd?

  2. This is a strange question. The bin/cue files are a "CD image" that's
    intended to be burned on a CD-R, not a DVD-R.

    DVD burners can also burn CDs and CD-Rs are cheaper then DVD-Rs.
    So what's the point of using a DVD if you only need a CD ?

    Anyway, if what you want to do is extracting the files from the CD image
    and burn them to a DVD, here's how I would do it:

    1) Add a "virtual CD drive" in your windows explorer and "mount" the
    bin/cue image on this drive. You could do it with daemontools, which
    is a free software.

    2) You can now access the files directly from any application using the
    drive letter of the virtual CD. Thus you can copy them on your HD or
    burn them on a DVD using your favorite DVD burning software.

    AFAIK, it could be a DVD image as well. Just burn it - to DVD.
