Hi,
When a dvd player has NTSC/PAL , on the box, does this mean it is completly region free and needs nothing done to it,
if not what does it mean

no, that just means it can play ntsc & pal dvd's. Not dvd's from other regions, besides its default (unless you mod it)

Jeex is correct. just because you have a PAL disc, doesn't nessesarily mean that it's region coded. All DVDs and DVD players sold LEGALLY in the US (with the possible exception of Porn) are coded region 1 (default) due to petty squabbling between countries. "here in the US, we don't want people buying your british DVDs, cause we're babies."
