I got a few questions. If a dvd player says that it plays SVCD's can it also play VCD's? What is a good dvd player under or around $50.00 that can play VCD's and all the other formats? Is the Apex Digital AD 1110W any good? Thanks for the help!

If you look to the left under DVD Players you can find reviews of what other people have been able to play on each standalone.
SVCDs are MPEG2, VCDs are MPEG1. The MPEG1 technology is owned (by Phillips?) and the companies have to pay a fee to use it. So some of the lower end players have actually stopped supported VCDs but still play SVCDs (not owned by anyone).
For $50 you're pushing things. But up that to $60-75 and you've got Mintek, Cyberhome and Apen which can play almost anything. Again check the reviews to the left. -
play it all except divx. Apex 1225 (or even the 1110). I ownthe 1100W (doubt you'll find that for sale anymore). I have bought mine for $35.
