Subtitle workshop can export to dvd maestro format.
You can also use maestrosbt to make maestro subs in bitmap formats.

First I convert the subtitles to ssa format. Then I use MaestroSBT to convert ssa to files that can be imorted into Maestro. In Meastro I double click on the first subtitle and edit palette, open the palette file from MeastroSBT and the subtitles will look as they suppose to.
