use tmpenc to make them dvd compliant, you must change the audio to 48000. use tempgenc author to create dvd folder.

Sounds like two things are happening. First mp2 audio is NOT supported by the DVD Standard. So your program is converting the audio to PCM (uncompressed wav) which is supported. That's going to results in huge files. There are a lot of ways to do this (can't find guide to link to) but:
1. If you don't already have the MPEG1 files, use VCD Gear (or other program) to generat them from the VCD dat files.
2. De-mux MPEG1 files into m1v and mp2 files
3. Re-encode edit from 44.1 khz to 48khz, either mp2 or to ac3:

4. Author DVD using m1v and new 48khz audio files. Author from elementary streams, no need to mux anything (that's the authoring programs job).
