    I am trying to convert a DivX AC3 file which I have doctored with DivX Doctor and mAC3dec into a hi-bitrate DVD.

    I am getting this error multiple times:

    INFO: [mpeg2enc] GOP min length too small to permit scene-change on GOP boundary 24

    What does this mean?

    This is a minor warning affecting less than half a second of movie, saying that Group Of Pictures size doesn't allow to put an I-frame on a scene change. You could try to encode with "kvcd" mpeg profile as it has different gop settings.
