if my dvd plays dvd-r's it has to play dvd-vcd?

my standalone dvd plays dvd-r's with no problem and also vcd's but now i'd like to make a dvd-vcd. i have tested a sample of dvd-vcd on a dvd-rw to don't waste an dvd-r but the dvd don't recognize the dvd.

it's cause it's a dvd-rw or it's cause it's dvd-vcd?

one dvd that plays vcd also plays dvd-vcd?
