Since you are new I'll help you... But you have to go get a couple of more programs. You'll need Virtualdub and VirtualDub Mp3 Freeze
Now with downloaded movies from the net I take it You you'll have to go inside TMPGEnc and change VFAPI settings There you'll find one for DIRECT SHOW increase that one so its on top of the list.
I assume that you can play the avi file on your computer right? if you can't you need the DivX codec but I'll assume you have it.
Once you raise the VFAPI value of Direct show TMPGEnc will work just fine.
Here is the big but...Before you start encoding make sure you run the avi through VirtualDub MP3 Freeze to make sure you have no bad frames (a very common problem with downloaded movies from the net) If it comes out clean then do your thing with TMPNGEnc if bad frames are found delete them and save the new avi....It gets complicated here so if you need more info e-mail me and I'll send you my guide for newbies...
