wobiling picture on 1 dvd disc

i have a dvd and the menus are ok but when i watch the main concert the picture is all wobily and jumping up and down, i have tried in 2 player and 1 tv/dvd combi with all different settings. pal/ntsc but it will not play normally. In PC dvd it plays fine. What could be causing this i checked one of the vobs and it is in pal 25fps and i am in the UK .. is there anybody who may have an answer or possibly solution to sort this out.. i.e what program to use to get it right.

Sounds like the total bitrate is too high, remember, the max bitrate is video and audio COMBINED...

Just a guess...
