Whenever I convert saya 64mb .avi or .asf to an mpeg with TMPGEnc, it turns it into a huge 211mb file. Why is this and how can I lower the file size?

Motion precision/search has no affect on file size, nor does resolution. The file size is depended on the bitrate you use. For the standard VCD template that's video=1150kbit/s & audio=224kbit/s. That works out to 1min=10mb. So just do the math.
The size of your souce material DOES NOT matter. Just it's runtime.
A 74min CDR will hold 74min of VCD standard video, and an 80min CDR will hold 80min of VCD Standard video.
If I lower the bitrate I can get more video on the CDR, but the quaility goes down. If I raise the bitrate I get a better quaility encode; but the amount of video I can store goes down.
For d/loaded DivX the quaility is so-so to start with, so the VCD standard is ok. For DVD rips thou, consider raising the resolution to 352x480 or 480x480, and inreasing the bitrate for 'best results.'
