I have a collection of TV shows that were cap'ed for me using TIVO. The AVIs were 576x432. This seemed odd until I relized that TIVO cut out the overscan area. Add borders (24 top and bottom, 32 right and left) you end up with 640x480.
Now what would be the best method resizing?
Up sizing to 704 or downsizing to 1/2D1 (352x480)?
The shows are pretty good quality, better than VHS even with some of the compression.

If you want to stay better than VHS, I would recommend upsizing to 704x480... but not 720x480. If you don't mind a slight loss in resolution, then 352x480 should be just fine.
