  1. Does anyone know the best way I should go about doing this (rip and convert a dual layered PAL DVD onto a single DVD-R in NTSC)?
    Which programs should I use? encoder? all-in-one?
    I don't believe there are any guides on this, so that's why I'm asking.

    When they say "doesn't have as high a success rate", they mean that either your DVD player supports it (100% success rate) or not (0% success rate). Not that the process itself is inherently unstable. It either ALWAYS works (for you), or ALWAYS fails (for you).
