I purchased a Dazzle DVC (analog to digital) before I realized the all of the audio video problems it has when capturing from composite inputs. One of the most annoying problems is that it almost always looses the horizontal sync such that the top of the screen shows up on the bottom of the screen. However, sometimes this is the only problem with the capture & it is otherwise usable.
My question is how can I edit out the bottom portion of the screen (preferably with TMPEGenc) and then reconvert the resolution so it is still a VCD compliant mpeg. I heard this can be done with TMPEG but I haven't been able to figure it out.

You can do it in either program.
In TMPG, just make sure you have the 'size' setting (first page of settings - Video tab) set to whatever you want your final output size to be. Then under the Advanced tab, double click 'Clip Frame', and play around with 'Clip Frame Settings' AND the 'Arrange Settings' - in the Arrange Settings, set the Arrange Method to Center (custom size), and experiment with those as well - remember, these settings (Center - custom size) do NOT determine the final output size.
In VDub, the process is more straightforward and really, pretty self explanitory. Go into Video, Filters, select Resize and play with those settings as well as the Cropping settings on the main Filters page.
