  1. I want to cut the top and bottom black bars of a 4:3 video file, and make it 16:9 widescreen.

    Is there any program and/or tutorial that will do this?

    What format is it? VirtualDub can crop AVI type files if you add a filter like the null transfer filter. That way nothing else is done with the file. But you will have to re-encode anytime you crop, so you will likely lose some quality.

    For MPEGs, maybe TMPGEnc encoder, since you will have to re-encode anyway.

    And I am assuming the black bars are really part of the video, not something a player adds while viewing.

  3. Thanks, I was able to do this in Sony Vegas.

    Start a 16:9 project, import video, event pan/crop, preset 16:9.

    If you are using Vegas then you can also use Track Motion and keyframes to make sure you keep the action centred within the new 16:9 frame, and not just a simple top and bottom crop.
