  1. I have an mpg file that has a really low quality.
    It has blocks all over it and I want to put it onto a DVD-r but I want good quality.

    Is there any way that I can optimize the movie to near SVCD/DVD-r quality ?
    I know the filesize is going to be big then but I'll have to live with it

    Nope, unfortunately, once the data is lost (the blocks and corruption appear) that's it, you can't get it back. Best you can hope to do is compress it lightly enough that no new corruption appears (not a good idea to change the resolution) or run some filters similar to the JPEG Artifact Removal tool in paintshop, which may smooth out some of the blocks and attempt to iron out some of the 'wrinkles'. Still can't bring the detail back, just make it look a little less ugly.

    What format is the file already? VCD? 320x240 VGA? Smaller, bigger..?

  3. It's an avi with 29 frames/sec so I suspect itis NTSC ; 320x239
    It's taped directly from tv

  4. You have the whole "cant polish a turd" saying going with making it better quality than the original.

    My recommendation would be to put borders around all 4 sides to shrink it and it should give you better quality.
