    I recently purchased a HDTV card that captures streams to the hard drive
    and I can use another utility to extract from the stream to .mpg but I don't understand how to reduce the resolution of the .mpg from 1920x1080 to either DVD or SVCD resolutions - is there a guide for this?
    I tried searching, but the search function seems to be down.

    Any help is appreciated!
