  1. When capturing video, we have the option to encode it to NTSC which is 352x240 @29.9fps or PAL which is 352x288 @25fps. Which format will provide a clearer picture?

    Another question, using the TMPG to convert MPG file from one format to another, will it lost certain clarity of the video?

    It isn't a clarity issue. It's an issue of where you live. NTSC is for North America, and PAL is for most of the rest of the world.

    If you don't capture using the correct setting for your area, when you play the video back on a television, it's going to be all dicked up.

    Yes, if you convert between the formats, you are going to lose quality. Not in the frames themselves, but in the frame rates.

  3. I agree with Beretta of course, but PAL has a slight advantage over NTSC. This would be the extra 48 vertical pixels, which might seem negligible but it's actually 20% of the NTSC vertical resolution. So by simple mathematics NTSC resolution is 83,3% of PAL resolution and this can make a difference.
    Since most modern DVDs and TVs are able to display both formats maybe it's worth using PAL even in NTSC countries.

    What about the frame number? NTSC 29 frame persecond, PAL 25 frame persecond, does it mean that NTSC should have smoother picture than PAL ??

    yoshi1668: inherently, pal is a better format. if you're viewing on your computer, then pal (for ntsc regions) is just fine, but if you plan to have it ntsc compatible, then obviously, you would want it in ntsc format! the reasons that pal is a better format include what SupaCoopa wrote (higher resolution) but also, better colour reproduction.
