I have a problem I have only a sound track with one channel how can i made that channel the same on the blank channel giving a duel channel out put

you are asking is a 2 channel mono audio. you need a Audio Editor, like Goldwave, Soundforge, you might need a file convertor like dbPowerAmp if your original file extention is not supported by the Editor you chose.
