Do all region discs need to be decoded or can they be burnt just by puting them in a standalone duplicator and burning to a blank dvd-r? Thanks for all your help. Also anyone know of any good prices on standalone duplicators 1:1? Id prefer just the case/controler. Thanks

Most duplicators won't care about CSS, but it isn't a bad idea to check with your manufacturer.
I have recently seen a bare-bone system here - although if you're not in the UK it might not be a lot of good to you:
