when ever i convert with tmp and put on highest quality, i still get the same quality. how can i convert to good quality.

and what if i wanted to convert like svcd or vcd or divz to vob(dvd) to play on my dvd. how do i do that?

For your first question, what is the quality of your original, if rubbish goes in rubbish will come out.
