Ask any number of people on these forums this question and you'll get loads of different answers. It depends on what you mean by best software. Cheapest, easiest to use, most features, etc. And even when you've narrowed it down, there will still be disagreements. What I consider easiest to use may be considered a right pain to someone else.

One of the simplest to use packages to do what you want is Ulead DVD Moviefactory (see www.ulead.com). It may not be the best or have the most features, but it is cheap, easy to use and does the job. Others will no doubt disagree but you asked the question and deserve the courtesy of an answer.

I use Ulead Videostudio5 to do what you want it to do- mainly because it came with the firewire card I purchased. There are newer versions out there but it's ok for what I do- although I am burning to VCD as I don't have a dvd burner just yet. Otherwise there are tools that you can download listed in the tools section that will probably do the same job, you might just have to use 3-4 programs to achieve the same result
