i dont want to cut or re-encode (loosing quality) is there another way?

no cutting AT ALL or reencoding, I would say no - or buy larger media???
I am guessing at why you want to do this so this may be off base, but try to demux the audio and if possible lower the audio bit rate and then mux it back together. -
There are no options for fully complient MPEG1 standards. There are some options for non-compleint MPEG1. There's always MPEG2. Search KVCD and sSVCD.
