I need to know what is the best quality way to convert dvd into svcd with subtitles ! can i use tmpgenc to do that ?

Instead of subtitler you also may try the newest vobsub (1.61 I believe). This one work also as AVIsynth/MPEG2DEC/vobsub combo. -
If you want to add selectable subtitles, you have use Subrip and multiplex with I-Author. As far as I know this is the only tool, that support selectable subs.

You've asked two questions: are there any full package programs, AND, what does the best job?
DVD2SVCD has the ability to do everything for you, but I've personally had problems with it and subtitles (anime). I would say that 90% of the disc I try are fine, but the other 10% have odd subtitle problems (mostly subs that aren't displayed).
I think the best way is VobSub w/ VDub/avisynth. I've never had a problem with VobSub. Still I always try DVD2SVCD first since it's so much easier, and often I can used the ripped subs for other stuff.
