    I just used this program to get rid of subtitles from an mkv file. Now, I've viewed the file and it doesn't seem like the quality is reduced, but I could be wrong.

    Does this program reduce video quality when removing subtitles?

    mkvmerge can only remove subs if they are external to the video (i.e. soft subs), which will have no effect at all on the video quality. If the video had hard subs then removal will affect quality, but this is outside mkvmerge's skill set.
