chapters on VCD , XVCD, SVCD and CVD

Hi,
I want to make chapters in my movies before burning.
With Nero you can make a menu with all the mpg's to burn, but you cannot devide each MPG into chapters...

With Ulead Moviefactory it is possible, but you can only burn VCD and SVCD. When you enter a mpg with CVD or XVCD, the files are rerendered, which take a long time and this is not my intention.

What's than a good authoring sofware which can burn VCD,XVCD SVCD and CVD, and in which you can also make chapters in the movies ?

I've got Ulead DVD Movie Factory, and it lets me burn CVD's, and X(S)VCD's. When I choose that I want to create an SVCD, then I choose my CVD file (in MPEG2) it says that the file does not meet the SVCD standard, and asks if I want to create an XSVCD... It did this with Movie Factory 1, and I just up graded to Movie Factory 2, and it does pretty much the same thing. It doesn't re-encode the file.
