I have tried so many things to fix this problem.
I live in Australia (PAL), and have a DVD-R burner.
I burn heaps of copyrighted DVD's through DVD shrink and they work fine. I tick all regions.
I have a particular DVD that is a fully legitimate one, borrowed off a mate, doesn't say if it's NTSC or PAL or what region. So I put it in my PS2 and it is black and white and poor quality. I put it in my computer and it plays perfectly fine in full colour.
When I use DVD shrink or DVD decrypter it still doesn't work.
I think the problem might be that it is a NTSC DVD or a region thing.
How do I fix this problem?

I know if I put a PAL DVD in my player, it will show as BW on the TV. You probably have the opposite problem. Your DVD may be NTSC.

Please note that this is a major PAIN-IN-THE-ASS process as it requires you to re-encode the DVD using TMPGEnc and we all know that ain't nowhere near as fast as using something like DVD SHRINK.
I can't speak for NTSC to PAL (I have no need for that) but I have done PAL to NTSC with great results.

Yeh I tried that site but no luck. It also doesn't keep all the menues. There has to be some kind of program that will allow you to re encode the whole dvd to PAL form NTSC.
Any suggestions? -

That can't be right. If there's a program that converts .avi files from NTSC to PAL (TMPGEnc) there is no reason there wouldn't be another program that does the same but keeps all the menu's in tact.

Your problem is definitely a pal and ntsc confliction
