Everytime I try and burn this file it always fails, Ive tried Nero and CDRWin and Ive tried over four times.

There's nothing wrong with that CUE file...
It is possible (though I would think unlikely) that your burner doesn't support subindicies. You can use the Subindicies Remover tool in GNU VCDImager Tools GUI: http://www.michaeltam.com/vcdimager_tools_gui.html to create a new CUE file that deletes the subindices and try again.
The second possibility is that your CUE/BIN image is actually damaged (i.e., the BIN file is damaged). If this is the case, then you are stuffed.
