So then (if I don't need to add titles or transitions) and I just want to burn straight to DVD then what proggy do you recommend??????

If it is in CUE/BIN format, it is just an image of a CD.
It could be ANYTHING -- but in this context can be EITHER VCD or SVCD.
You could use ISOBUSTER to open up the BIN file to look at the files. Alternatively, you could mount the disc as a virtual CD with Daemon Tools.
A third option is to use the VCDXMINFO tool in GNU VCDImager Tools GUI and load the BIN file. It will dump a text file with all sorts of information about the disc (if it is a VCD or SVCD) and at the top will tell you whether it is a VCD or SVCD.
If you want to just burn the image, you cannot burn it to DVD. VCDs and SVCD images must be burnt to CD media. To do so, I suggest CDRDAO (in VCDEasy) or CDRWin or Nero (as long as you are using a new version).
