  1. I have followed the guide on using Movie Factory 2 to put vcd movies on a DVD. I have followed the guide to a "T". But no luck MF2 still wants to encode the movie. Is there another way to get vcd fomat movies to dvd without rencoding the movie to mpeg2?

You can use tmpgenc/bbmpeg to encode the audio to 48 khz or www.svcd2dvdmpg.com and then author with moviefactory or some other authoring tool.

    vcd to dvd guides:

  3. I demux the VCD file to it's constituent parts (M1V and MP2 files) with the MPEG Tools in TMPGEnc.
Load the audio into Goldwave and resample to 48000KHz. Make sure you resample rather than just change the play rate as this keeps the time exact. After resample, save the file as a 16bit stereo WAV. Then load this WAV into Besweet and convert it to either an AC3 file or back to an MP2.
Load the M1V file and the new AC3 / MP2 file into your favourite authoring program (I use DVD Maestro but Spruce Up works just as well) and then compile. I don't know about MF2 sorry, but if you're having problems then I recommend getting hold of a copy of either of the progs above.

This works every time and I think is the best method. You can get 3 decent sized VCD movies onto a DVD-R and sometimes I even bump up the video bitrate to 1400 or 1500 to give an improvement in quality and fill up the blank disc.
