  2. I suppose it is quite possible. But you need to be very artistic. I don't think Photoshop is the way to go. There is a tool called Animate Shop that comes with Paintshop Pro. It might be very good, but I never used it since I installed Paintshop, because I sucked at drawing and painting

when you say "make a cartoon", you mean do some animation?

you could do it in multiple ways, one of the easiest would be to use Flash, as it is built to do the tweening* for you.

(*tweening = in-between animation between key poses. For example, a Warner Bros. cartoon done by Chuck Jones - Chuck drew the key poses of the action, let's say every 5th frame [1/6 of a second]. Other animators would draw the other 4 frames in between, using those key frames as a guideline).

there's tons of other software, like Toon Boom, do a search on Google for cartoon animation software.

what are you trying to do?

i think the best way is to use illustrator to make a few illustrations and then import them into flash. you might be able to use flash itself for the illustrations, though. i'm just learning it so i'm not sure.
    His name was MackemX

What kind of a man are you? The guy is unconscious in a coma and you don't have the guts to kiss his girlfriend?

    Few toys to try.
I don't do any of this, but I have friends that animate, some are pros I work with too.

They use some of these programs:
    Flash
    Shockwave
    Director
    ToonBoom
    Maya
    3D Studio Max
    Lightwave

    For other image sources:
    Illustrator
    Freehand
    Photoshop

    Post-production:
    Premiere
    Final Cut Pro
    DVD Studio Pro

There are more, these are the ones I can think of off-hand.
I've played in them all. Use a select few in my job too.

All expensive. While I will not support pirates, thes programs all have demos to my knowledge. Go get one and play. But know many of them have severe learning curves, so good luck to you!
I'm not online anymore. Ask BALDRICK, LORDSMURF or SATSTORM for help. PM's are ignored.
