audio out of sync with video

About 1/2 way into a video I did The audio is well out of sync bad isnt there a program where as you can slow or speed up audio to match video

What format video and audio? Does the sync error get worse as the video plays? If so, check the lengths of the audio and video files. You can shorten or lengthen the audio with a audio editor like Audacity to match the video length. This problem can be caused by VBR audio, bad cuts and joins, framerate conversions or corrupted audio or video files.

the video format is MPEG2 and audio is AC3 but how can I watch video and put audio in line with video I mean isnt there a program which will let you watch Video and let you slow down audio or speed it up to catch up or what ever to match video. How can you check the lengths of the audio and video files.
