I've noticed that problem with DVD covers so I use a sealant spray.

Try the glossy HP brochure and flyer paper.
This is less expensive than photo paper,
thicker than regular paper but thinner than photo

I use Hammermill Cover Stock White paper. 250 sheets 8.5x11 is approx $10. you will have to trim. If you have a Staples nearby they have single sheets for sale so you can try without buying a pack.

but don't you need a glossy finish for it to look better? is the cover stock the same as normal paper but thicker?
the dvd case cover is clear plastic and it gives the glossy look -
I've had good luck w/ sure thing A4 Matte paper..it is basically a heavy duty matte paper for inkjet printing (incl. photos - they come out nice) and then it is pre-scored. It is a little work to calibrate your printer to the paper the first time (use sure thing s/w) but once you do, it comes out nice. The paper provides a bright image..it's probably similar to using inkjet quality matte A4 heavy stock paper, just pre-scored. Have tried glossy inserts but they do stick funny to the plastic.

I use standard 8.5x14 (leagl size?) recycled photocopy paper, the real cheap stuff for most of the standard covers that I make. Just get the cheapest with the highest white number for the best results. When under the clear DVD cover they look like glossy paper anyway. Good enuf for me. But when I do client DVD's I use the heaviest weight photo gloss paper ($$$$) I can get.

I use the multi-flip matte inserts are Rima.com and get excellent results. They are A4 size and are already perforated for the correct insert size. Cheap too. Epson inks don't like most of the HP papers I've tried, especially the photo papers. They don't absorb into the cellulose layer correctly.

I use Epson photo quality inkjet paper with excellent results, most people can't tell the difference between the original and the copy - of course having the originals helps!

If you want a great Photo paper for an Epson
(besides Epson's) try Canon's Photo Paper Plus. -
I'd say about 75% is an image itself.
I have taken good images and printed on normal bright white cardstock and got near photo quality or better, but some images printed on mat photo or gloss photo looks like crap.
I make pinback buttons and have the same thing with those. Normal bright white inkjet paper will produce a photo quality print (with the naked eye) when placed under the mylar cover and pressed. Then other images that should be really nice turn out looking fuzzy or faded on anytype of paper.
I liked the royal gloss photo paper for alot of images, but then some the black in looks like it dots up and sits on top. WHY??
So far I never found one paper for everything. For most of my DVD jackets I just use bright white inkjet paper or bright white card stock. Some of the important ones I want to be super nice I may print on 4 or 5 types of paper before finding the one I want. But those I am making several copies of the same thing, maybe a dozen or more so it's worth the time and trouble. I do mostly original stuff that way. For my own backups I get really good quality prints for pictures, front ans spines are great, but the text is always fuzzy like it soaked into the paper onthe back, but that is the image itself. -
Try Meritline Matte DVD Case Inserts, select bright white paper and best photo in printer setup for the r200, and let the printer do the rest. I use this heavey weight preforated paper (A4), when you put it under the plastic sleeve on the dvd case it looks awsome.

i use Canon Photo Glossy Pro--the resulkts are astounding and it does not stick to the plastic.
to go out on a limb on this one---how many of us are concerned with making copies look "sooo good" when they are backups??????? -
