  1. I have an SVCD .mpg that i ripped from DVD as widescreen when it should have been encoded full screen. Can I simply convert the widescreen file to full screen or do i need to convert to divx or something first?

You can remove the black borders and re-encode it.
But note this: (assuming that you use TMPGEnc)
If you remove the black border, and encode the movie file as 1:1, then you have two options:
1 - if you want to preserve the original aspect ratio, you are creating a anamorphic movie file. The encoder will stretch the movie vertically to fill the screen. If you have a 16:9 T.V set, then you T.V will correct this by stretching the movie horizontally. If you have a 4:3 T.V set, then you will end up with a vertically streched movie, and the persons in that movie will have "eggheads"
2 - you can center the aspect ratio, or remove a part from both sides of the picture. In this case, you will have a movie without black borders, and in 4:3 format. But..you will loose 1/3 part of the picture, and this will mess up your movie.
