How to split MPG's into several parts?

i have some MPG's that i want to burn to VCD...but when i build them with NeroVision Express 2 and create chapters, i cant index forward to the next chapter with the >>| button on my remote...i have to return to the menu and then select the correct window for the chapter that i want to go to...

so i'm wondering if there is a way to just take the MPG before i use NeroVision and split it into different parts and basically have it chaptered before it makes it to Nero...i know the MPG's wont actually be chaptered, but if i split them where the chapter would have originally been, then i'll load each "chapter" (or part) into Nero as separate files and then when i use the >>| button on my remote, it will go to the next "chapter"...so essentially this will create the chapters...

i know that you can cut a MPG into parts with TMPGEnc, but i've noticed that sometimes where i choose to split a file isnt always the EXACT place that it's split...i need to make sure that when i am done splitting the MPG's into parts that they play seamlessly when i play the VCD on my DVD player...

is this possible?

or even better yet, is there a burning program that will chapter the VCD correctly and allow me to use the >>| button to go to the next chapter so i dont have to return to the main menu to do it?
