I have a Divx with some Blocking artifacts at a couple scenes. I want to just Filter these scenes and add them back to the original movie. Can virtualdub do that??
Or is there any software that does that very conveniently?

I am afraid there is no chance to correct this. The DivX is compressed at a too low bitrate and since DivX is a lossy codec, there is no way to "refresh" the quality of the original.
You may try to recompress at a lower resolution. I am quite sure less blocks will appear, but the video will get much blurrier.
