When I capture video useing ATI TV Wonder PCI useing standard VCD settings I get a very thin fuzzy white line at the top. This does not occure on the bottom and the picture quality is good.
When I capture at 640x240 or above this line does not appear.
I am useing mpg-1.
Any help appreciated.

What program do u use to capture?
In virtualdub try to put 352x480 and use bicubic filtering 2:1 -
The thin "fuzzy" line on top of the picture is the closed caption data with is on line 21. Normally line 22 is the first line to be captured.

Either use the cropping feature when capping with Vdub, or crop it out after capture.
