I am converting an old home vcr to DVD that has important scenes on the edge of the video. I can see everything "non-cropped" on the PC, but the edges are not visible when viewing the DVD via a TV. (I understand that TV crops about 10% of the image).

I am looking for a tool that will copy the MPEG2 to MPEG2 and will allow me to shrink the image so the outside edge of the DVD image is blank.
The goal is to be able to see the full DVD image on a tv.

I have tried ZWEI-Stein, and it will do what I want but it will not create an MPEG2 and the quality of the output (max ssettings) is not satisfactory.

Is there anything free out there???

    Your help is appreciated

DVD technology is totally different technology.
In fact...It may not be technology. It is probably black magic!

Got it to work....Used virtualdub and used the resize filter.
Resized to 720x420 an re-sized backgraound to 792x528.
Worked great in my PCs and in all my players but my Toshiba. The image is all scrunched.

    Any ideas how to fix?
