Output size isn't what it should be

Whenever I try and convert a file, I choose 74m mode-1 and it sets the size to 640mb. Then I click "rate" to choose the appropriate rate to make the file 640 megs, but it comes out around 900 instead. Am I assuming something wrong by doing this or am I missing something?

You missed entering the duration in minutes of your movie.

Sorry, I forgot to mention that I entered the minutes and then choose 74m mode-1, then hit rate. I tried making the time slightly longer and it helped, but still not right. Does it calculate the rate of just the video or the video plus the audio or what?

Yes it calculates video+audio. Try to use 2-pass encoding to get a better bitrate precision.
