DVD->VCD->DVD

According to the guides, I can get 450min of VCD onto a DVD.
1)I'd like to rip 3 DVDs into VCDs.
2)Splice these movies into one movie, at certain frame points.
3)Then burn the VCDs to DVD.

What tools will be best used for this process?

Rip disks: -

Auto Gordian Knot

Encode to mpeg: -

Tmpgenc

To dvd: -

Tmpgenc Dvd Author

Burn: -

Nero
